Radar Navigation at Management and Operational Level (ARPA) Training Course

The Automatic Radar Plotting Aids (ARPA) Training Course, which plays a critical role in maritime navigation safety, is conducted under STCW 78 Convention Table A-II/1. Based on IMO Model Courses 1.07 and 1.08 standards, this course is designed to teach the effective and safe use of modern radar systems. The primary objectives of this course for captains and deck officers in the maritime industry are to minimize collision risks, accurately analyze ARPA systems, and ensure safe navigation management.

Who Can Participate?

This course is designed for seafarers who are required to professionally operate ship radar systems under the Seafarers’ Regulation:

  • Captains, chief officers, and watchkeeping officers,
  • Yacht captains and professional seafarers,
  • Maritime students who wish to specialize in radar and ARPA systems

Main Objectives of the Training Program

The primary goal of the course is to equip participants with the following competencies:

  • Effective and accurate use of ARPA systems,
  • Interpreting radar and ARPA devices to ensure navigational safety,
  • Making maneuvering decisions in accordance with collision avoidance regulations,
  • Analyzing ARPA data to prevent close-quarter situations,
  • Giving maneuvering signals in compliance with maritime communication rules,
  • Evaluating the technical details, limitations, and errors of radar systems.

Training Duration

The ARPA Operation Course consists of a total of 21 lesson hours:

  • In full-day courses, there are 7 lesson hours per day, lasting a total of 3 days.

Training Content

The training program consists of theoretical lessons and practical simulations.

Day 1 – Introduction to Radar Systems and Basic Principles

  • Working principles of radar systems,
  • Determining safe distances and radiation risks,
  • Effects of radar settings and environmental factors on performance,
  • Misinterpretation of radar data and troubleshooting techniques,
  • Manual radar plotting exercises (Movement Triangle, CPA, and TCPA calculations).

Day 2 – Radar Operation and Collision Avoidance

  • The role of radar in position fixing and navigational safety,
  • Application of collision avoidance regulations using radar,
  • Voyage planning and risk analysis with radar,
  • Effective use of radar in maritime traffic management.

Day 3 – ARPA Systems and Simulation Exercises

  • Features of ARPA systems and international performance standards,
  • Target tracking, collision risk analysis, and maneuvering decisions,
  • Accurate interpretation of ARPA data and analysis of possible errors,
  • Real-time simulations for crisis management and collision avoidance scenarios.

Assessment and Certification

At the end of the course, participants will undergo written, oral, and practical examinations in accordance with the Seafarers’ Training Courses Regulation.

Candidates who successfully pass the examination will be awarded the “ARPA Operation Course Certificate of Achievement”, approved by the Ministry of Transport, Maritime Affairs, and Communications.
